Senior Information Technology Manager (System Modernisation and Cloud Migration) (25260469)

Position description

Reporting to the Assistant Director of the Application and Integration Services Section, the Senior Information Technology Manager serves as both a strategic leader and subject matter expert in IT system modernisation and cloud migration. This pivotal position is charged with planning and executing the phased modernisation and migration of on-premises Mobile and Web applications, as well as Identity, Access, and Governance Management systems. The role is essential for enhancing the experience of students, alumni, and staff by implementing customer-centric design, personalised engagement strategies, and seamless digital connectivity.

Responsibilities:

  • Lead and oversee strategic initiatives focused on modernising IT systems and cloud migration;
  • Champion continuous service improvement and innovation in line with the institution’s objectives;
  • Collaborate with cross-functional teams to deliver integrated, user-centered solutions that enhance stakeholder satisfaction;
  • Provide expert guidance on system architecture, modernisation strategies, cloud migration, and emerging technology trends;
  • Manage project planning, execution, and governance to ensure effective and timely delivery of initiatives;
  • Act as the subject matter expert, supervising internal teams and external consultants from system integrators;
  • Engage with business users to gather requirements and translate them into actionable user stories for application development and enhancement;
  • Work closely with Infrastructure and Security teams to facilitate smooth project execution;
  • Identify, assess, and manage vendors and consultants, including contract negotiation and compliance oversight;
  • Monitor and analyse system performance metrics to identify opportunities for optimisation and improvement; and
  • Perform other IT projects and assignments as assigned.

Requirements:

  • A bachelor’s degree in information technology, computer science, or a related discipline;
  • At least 10 years of experience in IT system modernisation and cloud migration;
  • Cloud platform certifications such as Azure are a plus;
  • Demonstrated team leadership, including managing cross-functional teams and both internal and external resources;
  • Strong project management and stakeholder engagement skills; PMP certification is an advantage;
  • Comprehensive knowledge of IT systems relevant to tertiary education and university environments is desirable;
  • Solid experience with relational database management systems such as Azure/Microsoft SQL Server;
  • Proven ability to translate strategic vision into practical plans and measurable outcomes;
  • Exceptional analytical and problem-solving abilities, with a talent for converting business requirements into technical solutions; and
  • Outstanding communication and interpersonal skills, enabling effective collaboration with stakeholders at all levels.

Shortlisted candidates will be invited to sit for a written test.

The initial appointment will be offered on a fixed-term contract of around three years.  Re-appointment thereafter will be subject to performance review, mutual agreement, and availability of funding.

Salary will be commensurate with qualifications and experience.
