Job Description

Data Migration Analyst

Australian Electoral Commission | Indigo Program

The Australian Electoral Commission (AEC) is seeking a skilled Data Migration Analyst to join the Indigo Program — a large-scale transformation initiative to modernise business capabilities and replace core election ICT systems with a citizen-centric, agile technology platform. The Program is transforming how the AEC delivers electoral services while ensuring the ongoing integrity of Australia's electoral system.

Tranche 2 of the Indigo Program encompasses business process re-engineering, data management, legislative compliance, and replacing aging systems. As a Data Migration Analyst, you will play a pivotal role in transitioning data from multiple legacy and operational data sources into a modern enterprise data platform.

About the Role

This is a delivery-focused, hands-on role concentrating on data discovery, source analysis, and migration readiness. You will work closely with business stakeholders, subject matter experts, and technical delivery teams to understand existing data assets and translate that understanding into clear, documented migration requirements.

Strong communication skills are essential. The role requires regular engagement with non-technical stakeholders to elicit business knowledge, validate data understanding, and support migration decisions. You will be instrumental in ensuring data accuracy, consistency, and fitness for purpose in the target cloud environment.

Key Responsibilities

  • Conduct data discovery and analysis across legacy and operational data sources to understand data structures, entities, relationships, and data usage
  • Engage business stakeholders and subject matter experts to capture and document business concepts, data definitions, and rules relevant to data migration
  • Analyse existing data flows, interfaces, and source system logic to understand how data is created, maintained, and transformed
  • Develop and maintain detailed source-to-target mappings, including transformation logic, derivations, and assumptions
  • Perform data profiling and assessment activities to identify data quality issues, inconsistencies, and gaps
  • Define and document data quality, validation, and reconciliation rules to support migration and testing activities
  • Support migration planning by identifying data dependencies, sequencing considerations, and risks
  • Assist with investigation and resolution of data issues encountered during migration and testing, including root cause analysis
  • Produce clear documentation and artefacts suitable for both technical and non-technical audiences
  • Provide analytical support to project leadership to inform data-related decisions

Essential Criteria

  1. 5+ years' experience in data analysis roles within large or complex enterprise environments
  2. Strong hands-on experience using SQL to interrogate, analyse, and validate data
  3. Proven experience supporting data migration or system replacement programs
  4. Experience conducting data discovery, source system analysis, and data profiling
  5. Strong understanding of data entities, relationships, and dependencies across systems
  6. Demonstrated ability to work effectively with non-technical stakeholders
  7. Excellent documentation, communication, and stakeholder engagement skills

Desirable Criteria

  • Bachelor's degree in computer science, information technology, or a similar field
  • Demonstrated knowledge of data storage and warehousing solutions
  • Certifications or training evidence in Data Management/Analysis
